SOL Palvelut takes the allegations presented in the new book seriously

Accepting threshold payments is criminal activity, which SOL Palvelut condemns. 

Serious accusations have been made against SOL Palvelut in the book “Pitkä vuoro – Kuinka moderni orjuus juurtui Suomeen” (“The Long Shift – How Modern Slavery Took Root in Finland”). SOL Palvelut will immediately begin investigating the claims made in the book and will seek assistance from authorities and expert organizations in the field. 
 
SOL Palvelut takes the allegations of accepting threshold payments seriously and condemns such criminal activity. Most of the events described in the book took place between 2008 and 2020. The claims are based on interviews, which also include unverified rumors. 

Paying a threshold fee can lead a person coming to work in Finland from abroad into a cycle of debt and a deeply distressing human situation.  

Threshold payment case was reported to the police in February 

If evidence of accepting threshold payments is found, SOL Palvelut will report the matter to the police. The book states that the police, border guard, or the police’s human trafficking unit are often powerless in the face of human trafficking or threshold payments, as the exploited individuals do not speak out. SOL has no knowledge that the authority would have found evidence of threshold payments during its inspections. Obtaining evidence is also difficult for employers. 

SOL Palvelut received a tip about threshold payments in January 2025. In SOL’s internal investigation, two employees admitted to having paid threshold fees to a former SOL employee. SOL reported the matter to the police for investigation in February. The police requested additional information from the company in June, and SOL responded in July. Since then, the police have not followed up on the matter. 

In 2021, SOL Palvelut introduced a whistleblowing channel where misconduct can be reported anonymously. So far, no reports of threshold payments have been received through the channel. We request that the channel be used when necessary. 

SOL is committed to continuously improving our operations. The prohibition of threshold payments is included in the explanatory notes of English-language employment contracts and in the foreign recruitment guidelines for hiring managers. We also provide improved training for our entire staff on ethical guidelines, which explicitly prohibit accepting threshold payments.
